Ground rent reforms and administration charges are capped or abolished in many cases\, with judicial reviews delaying some implementations. Commonhold reforms are proposed to make it the default for new flats\, and the Act also strengthens protections under the Building Safety Act 2022 and establishes redress schemes for both leaseholders and freeholders.

This seismic shift will empower tenants to challenge poor conditions and unreasonable rent increases without fear of retaliatory eviction. \nThe reforms will give renters the right to end tenancies with two months’ notice\, while protecting legitimate landlord interests through strengthened repossession grounds that support continued investment in the sector. \nIn the coming weeks\, ministers will outline how the reforms will be rolled out.
