He has 22 years of experience as a business rates consultant in private practice. Having previously worked for GL Hearn he has been involved with business rates appeals throughout the United Kingdom and in the Irish Republic. Prior to that\, he spent a short time working for the Valuation Office Agency (VOA). \nAndrew is an elected member of the Council of the Institute of Revenues\, Rating and Valuation (IRRV) its Junior Vice President\, Chairman of the Law and Research Committee and The Valuers Association. He is a Past President of the Rating Surveyors’ Association (RSA) and has served on the Committee of the RSA since 2008. Currently he is also one of the IRRV representatives on both the Professional Bodies Liaison Group and the Valuation Tribunal Users Group. He is also a member of the RICS Local Taxation and Policy Panel. \nHe has a particular interest in the out-of-town retail warehouses sector and is Chairman of Accessible Retail which represents the interests of landlords\, occupiers\, developers and investors in that sector. He has experience of dealing with a wide range of property types and has co-ordinated and represented the interests of a large number of occupier and landlord clients on business rates matters in connection with the 2000\, 2005\, 2010 and 2017 rating lists. \nAndrew has given evidence to the Parliamentary Select Committee for Communities and Local Government to assist its current inquiry into the business rates system. He has spoken at a variety of national and international events including the annual National Rating Days run by Contact Property Training\, the annual RICS Rating Diploma Holders Conferences\, various industry and trade conferences\, and events organised by the International Property Tax Institute of which he is a member. \nAs a leading business rates practitioner\, he has coordinated Rating Surveyors’ Association Committees both in and out of town. He has acted as both advocate and expert witness at Valuation Tribunal hearings\, he has been responsible for a range of appeals to the Upper Tribunal (Lands Chamber)\, and he has submitted appeals to the Information Commissioner on issues relating to business rates. \n\n

NASC is the premier national trade body for access and scaffolding in the UK – established 1945 and now serving a family of 500+ leading contracting firms\, scaffolding suppliers\, and manufacturers. Nearly 80 years later\, raising and maintaining safety standards remains at the heart of the NASC’s objectives. \nThe NASC president David Brown will discuss procurement in depth (with tips to reduce associated costs). \nSpeakers will also give an update on recently issued safety and technical guidance\, discuss the background to the NASC’s annual safety report on contractor members which show the best accident results in our recorded history with a 26% drop in RIDDORs\, as well as leaving time for your questions. \nThe NASC has a mammoth impact on the scaffolding industry – and works with key industry organisations\, HSE\, UEG\, Build UK\, AIF\, CISRS\, TWf – driving up scaffolding safety standards\, recommending good practice and keeping ahead of developments in the rapidly evolving construction industry. The NASC produce over 100+ Safety\, Health\, Technical\, Contractual\, Purchasing Guidelines\, Asset Protection\, Environmental and Sustainability Guidance\, as well as publishing TG20 Operational Guidance and software for Tube & Fitting scaffolding and SG4 Preventing falls in scaffolding operations\, which are the key guidance documents for the UK scaffolding industry. \nSpeakers \nDavid Brown is our current NASC President and Managing Director of IBN Scaffold Access Ltd. David started in the Construction Industry as a Quantity Surveyor for a Main Contractor before moving into the Scaffolding Industry and is very keen to impart his knowledge and experience to improve and cement principal contractor – contractor relationships. \n Steve Kearney is the NASC H&S Manager and has been involved in the scaffolding industry for forty-five years (and was until quite recently the HSEQ director of a very large scaffolding and hire & sales group). Steve is the ‘help desk’ for ad hoc industry-related H&S enquiries from members and others and acts as secretary for the NASC Health & Safety Committee. \n Tony Barry is Director of the Construction Industry Scaffolders Recognition Scheme (CISRS)\, which is often pronounced as scissors). CISRS is the oldest CSCS card system and was introduced in 1975. Tony has been in the scaffolding industry for over forty years and is now at the forefront of learning and development within this sector. \n  \n

These including brick\, stone\, flint\, timber\, thatch and tile.\nThe more prestigious materials such as decorative plasterwork and glass.\nThe methods of selection and use of materials\, identification of causes of failure and the selection of appropriate repair and conservation systems will all be considered.\n\nThe afternoon will be spent on a visit to Godinton House \nThe local pallet of traditional materials. \nThe use of stone and flint in the region was not just confined to the grand buildings and churches but was also used for a variety of ordinary domestic and vernacular buildings. Timber framing was also important in the medieval period but during the 16th century good building timber became scarce in the region. In the late medieval period the region saw some of the earliest use of brick in the country. After the 16th century brick became the most abundant local building material and was used for both the prestigious houses and the smaller domestic buildings. Water reed for thatching roofs was readily available from the reed beds of the wetland areas of the region. However for the more prestigious buildings clay tile was the preferred roofing material and again appeared quite early in the region. Glass for glazing windows became more available at the end of the 16th century though was expensive. \nCare and Repair  \nThe first important stage of the process of repair is to identify the sources which have caused the problems of decay to occur; these must be resolved before the building can be repaired.  It is also important to understand the nature and function of historic materials and the dangers of the use of modern products which may not be as flexible or vapour permeable as the original materials.  The use of inappropriate mortars can result in the rapid deterioration of historic masonry and long term structural problems. Many of the problems with historic structures are due to lack of maintenance and water ingress. The most appropriate methods of repair will be considered\, not only for aesthetic reasons\, but to ensure the correct performance and durability of the new work.  \nA brief history of Godinton \nGodinton House dates back to the 14th century\, when the Great Hall was first constructed. The house was then constructed around this central room over the subsequent centuries: the greatest part of it is Jacobean\, but the most recent alterations were in the earliest 20th century. For the most part of its history\, Godinton was the seat of the Toke Family\, Kentish gentry\, who oversaw the majority of its construction according to their tastes. Eventually Godinton was sold to the Ashley Dodds\, who employed the architect Reginald Blomfield to alter and update the house and gardens.
